La comptabilité de gestion : une technologie invisible de pouvoir

La comptabilité de gestion est loin d’être une technologie au seul service de la gestion : l’auteur démontre, en s’appuyant sur une revue de littérature anglo-saxonne, qu’elle est également utilisée comme instrument de contrôle au service de l’intensification du travail et des décisions de réduction de la main-d’œuvre. Après avoir rappelé le développement des techniques modernes de comptabilité de gestion, l’auteur décrit leur part dans l’essor du management scientifique. Il se concentre sur les trois dimensions principales de la gestion budgétaire : planification, analyse des coûts, contrôle des résultats a posteriori, et décrit les enjeux de pouvoir autour de l’ exercice de la prévision des dépenses et des recettes et les formes de résistance des salariés. La comptabilité de gestion, dont la complexité dissimule le pouvoir discrétionnaire de la direction, est analysée ici comme une technologie de pouvoir.

Management accounting : an invisible technology of power

Management accounting is far from being a technology used only for administration : the author demonstrates, based on a review of the literature in English, that it is also used as an instrument of control to intensify work and decisions to reduce the labour. After having reviewed the development of modern management accounting techniques, the author describes their role in the rapid expansion of scientific management. It is concentrated on the three main dimensions of budgetary management : planning, cost analysis and a posteriori checking of results, and describes the power stakes associated with the exercise of estimating expenditure and revenue and the forms of employee resistance. Management accounting, whose complexity hides the discretionary power of the management, is analysed as a technology of power.

Les stratégies d’orientation-client et le travail des « agents en contact »

De nombreuses entreprises et administrations s’efforcent de placer le client ou l’usager au centre de leur fonctionnement et tendent vers une organisation « orientée client ». Dans ce cadre, elles portent un intérêt particulier aux relations de service qu’elles placent au centre de leurs stratégies de développement, comme c’est le cas des deux entreprises de service étudiées : une entreprise de transport collectif et une société privée d’assurances. Cette nouvelle orientation se traduit par une modification des situations de travail, exigeant des salariés de nouvelles compétences et attitudes. L’article approfondit les conséquences de ces projets d’orientation client sur les métiers et le travail des agents en contact direct avec les clients et souligne les limites de la polyvalence et de la réactivité qui en sont attendues.

Customer-oriented strategies and the work of “staff in direct customer contact”

A great many companies and organisations endeavour to put the customer or user at the centre of their activity and tend towards a “customer oriented” structure. They take particular interest in the service relationships that they put at the centre of their development strategies, as in the case of the two service companies studied : a public transport company and a private insurance company. This new orientation is translated by a change in working practice, demanding employees with new skills and attitudes. The article explores the effects of these customer focused projects on the jobs and work of staff in direct contact with customers and underlines the limits of the versatility and responsiveness expected of them.

Le bilan de compétences : un espace de transition ?

Les bilans de compétences recouvrent des pratiques très diverses, qui reposent sur trois principes communs : l’individualisation, la globalisation personnelle et professionnelle, et l’auto-évaluation. Le texte décrit l’environnement du bilan et la série de relations duales qui enferment le bénéficiaire : le pratricien n’est pas responsable du bilan qui doit être approprié par le candidat, le lien de subordination n’est neutralisé que le temps du bilan, alors que le financeur, ANPE ou employeur, peut rentrer en possession du bilan et l’interpréter librement. C’est à l’acheteur que le prestataire rend des comptes, et la relation marchande qui les unit ne garantie pas sa neutralité. Le financeur peut être le vrai bénéficiaire. Quant au « bénéficiaire », la prestation ne se déroule pas dans un système de reconnaissance collective. La législation apparaît protectrice et conçue pour le travailleur, mais le « bénéficiaire » dispose en fait de peu de capacités d’action sur le déroulement et les résultats du bilan.

Appraisal of qualifications & skills : a transitional area ?

Appraisals of qualifications and skills cover very diverse practices, which are based on three common principles : individualisation, personal and occupational globalisation and self-appraisal. The article describes the appraisal environment and the series of dual relationships that hem in the beneficiary : the interviewer is not responsible for the appraisal which should be driven by the candidate, with the subordinate link suspended only for the duration of the appraisal, while the funder, ANPE [French job centre] or employer can take possession of the appraisal and interpret it freely. It is the buyer to whom the service provider is accountable, and the market relationship that unites them does not guarantee his or her neutrality. The funder may be the true beneficiary. As far as the “beneficiary” is concerned, the service provided does not progress within a system of collective recognition. The legislation appears protective and designed to benefit the worker, but the “beneficiary” in fact has little ability to affect the process and results of the appraisal.

« L’activité » en bilan de compétences

Le bilan de compétences est abordé ici avec les outils de la psychologie du travail, à partir de l’activité d’une salariée en situation de bilan concrète. Il montre comment le bilan se réalise aux intersections du système d’activités de la salariée. A ces points d’intersection, l’expérience peut devenir un moyen de vivre des expériences différentes. Ces « migrations fonctionnelles » sont analysées à la faveur de la retranscription de trois entretiens conduits entre l’ouvrière en situation de bilan et sa conseillère. Les échanges montrent comment celle-ci établit des rapports de plus en plus nombreux entre ses expériences et ses projets et entre ses différents domaines de vie, et comment la conseillère change alternativement de fonctions. Les auteurs concluent à la nécessité de faire évoluer le contexte de travail des conseillers et à l’opportunité d’un dialogue éventuel avec le milieu de la recherche.

“The activity” in a qualifications & skills appraisal

The qualifications & skills appraisal is tackled here with the tools of industrial psychology, based on the activity of a female employee in a real life appraisal situation. It shows how the appraisal is conducted at the intersections of the employee’s system of activities. At these intersections, the experience may become a means of living through different experiences. These “functional migrations” are analysed with the aid of a transcription of three interviews conducted with the worker in an appraisal situation and her counsellor. The conversations show how the former establishes more and more relationships between her experiences and plans and between the different areas of her life, and how the counsellor alternately changes role. The authors conclude with the necessity to develop the context of counsellors’ work and the opportunity for a possible dialogue with the research environment.

Efficacité et crise de la régulation du temps de travail en Allemagne

L’Allemagne dispose d’un cadre institutionnel apparemment efficace pour la réglementation du temps de travail. Les conventions collectives semblent plutôt bien y fonctionner et les syndicats puissants comme IG Metall sont encore considérés comme pionniers. Mais au cours des dernières années, les changements intervenus dans le système allemand des relations industrielles ont suscité un débat de plus en plus vif. L’article étudie les tendances observées dans la durée de travail effective. Sur la base de l’enquête européenne sur l’emploi et du Microcensus allemand, il analyse les forces et les faiblesses des conventions collectives de branche. Le bilan est contradictoire : les conseils d’entreprise prennent des responsabilités croissantes et le système des conventions collectives tend à être remis en cause.

Efficiency and the regulation of working time crisis in Germany

Germany has an apparently effective institutional framework for regulating working time. Collective agreements seem to work fairly well here and powerful trade unions, like IG Metall, are still considered to be pioneers. But in recent years the changes occurring in the German system of industrial relations have triggered an increasingly lively debate. The article studies the trends observed in the actual amount of time worked. Based on the European survey on employment and the German Microcensus, it analyses the strengths and weaknesses of industry agreements. The balance sheet is contradictory : works councils are taking on increased responsibilities and there is a trend to questioning the system of collective agreements.

La pluridisciplinarité en santé au travail : analyse juridique

Le principe de la pluridisciplinarité en matière de santé au travail s’est progressivement affirmé dans le droit du travail : il n’est plus possible d’analyser un accident du travail ou une maladie professionnelle sous l’angle d’une seule discipline. Depuis la loi de modernisation sociale du 17 janvier 2002, la pluridisciplinarité est une obligation juridique qui incombe aux entreprises et aux services de santé au travail. Mais la démarche pluridisciplinaire peut prendre plusieurs formes. L’article examine la loi et la réglementation du droit de la santé au travail, puis les modalités possibles de collaboration entre les acteurs impliqués. Le décret du 24 juin 2003 prévoit le recours à un intervenant qui peut être un salarié de l’entreprise ou du service de santé, ou une personne ou un organisme extérieur. Les différentes formes de pluridisciplinarité offriront-elles les mêmes garanties d’indépendance des acteurs de la prévention ?

Multi-disciplinarity in health at work : legal analysis

The principle of multi-disciplinarity in health at work has been progressively established in labour law : it is no longer possible to analyse an industrial accident or occupational disease from the perspective of a single discipline. Since the [French] social modernisation law of 17 January 2002, multi-disciplinarity is a legal obligation incumbent on companies and industrial health services. But the multi-disciplinary approach can take a number of forms. The article examines the law and regulations on health at work, then the possible methods and procedures of collaboration between those involved. The decree of 24 June 2003 provides for recourse to a contributor who may be an employee of the company or the health service, or an outside individual or body. Will the various forms of multi-disciplinarity offer the same guaranteed independence of those involved in prevention ?

Jeunes de parents immigrés : de l’école au métier

L’insertion professionnelle des jeunes de parents immigrés reste une question majeure. Les difficultés d’accès à l’emploi se doublent pour eux d’un fort ressentiment à l’égard du monde professionnel et de la conviction d’être employés au-dessous de leur niveau de compétence. En s’appuyant sur l’enquête Génération 98, l’article dresse un bilan général des métiers occupés par ces jeunes, doublé de celui des métiers occupés par les adultes de la première génération. Il analyse en quoi les spécificités professionnelles des jeunes peuvent s’expliquer par les trajectoires sociales, l’origine sociale des parents ou encore être liées à leur origine géographique. Les relations entre les métiers occupés et le déclassement ou la discrimination que ressentent les jeunes issus de l’immigration sont analysées dans leur dimension objective et subjective.

Children of immigrant parents : from school to job

The integration into the workforce of the children of immigrant parents is still a major problem. The difficulties of access to jobs are made worse by because of their strong resentment of the working world and the conviction that they are employed below their level of skills and qualifications. Based on the Génération 98 survey, the article draws up an overall picture of the jobs occupied by these young people, and summarises those jobs done by the adults of the first generation. It analyses the ways in which the specific occupational characteristics of young people can be explained by social paths, by the social origin of the parents or can even be linked with their geographical origins. The relationships between the jobs held and the feeling of low status or discrimination felt by young people from immigrant backgrounds are analysed in their objective and subjective dimensions and in connection with the possibility of a broader claim.

Le sous-emploi : pourquoi ?

En France, au cours de la décennie 1990, le sous-emploi BIT (lié à une durée du travail à horaire contraint) a connu une très forte croissance et contribué à la stabilisation du chômage. La plupart des travaux rapprochent sous-emploi et emploi à temps partiel et l’expliquent par l’offre de travail. Cette étude insiste au contraire sur le rôle de la demande et le besoin croissant de flexibilité en volume de main-d’œuvre pour les entreprises. Le recours au sous-emploi n’est pas général. Faible dans le secteur de l’industrie, le sous-emploi fortement développé dans le tertiaire et les services résulterait de la conjonction d’une évolution vers une gestion flexible de la durée du travail et d’un excès transitoire d’offre de travail. Une éventuelle reprise conjoncturelle pourrait absorber cette offre et créer de sérieux problèmes aux nouvelles organisations flexibles.

Underemployment : why ?

In France, in the course of the 1990s, ILO underemployment (linked to a limit on the number of hours of working time) saw very considerable growth and contributed to the stabilisation of the level of unemployment. Most studies conflate underemployment and part-time work and explain it by the work available. This study, in contrast, stresses the role of demand and the growing need for companies for flexibility in the volume of labour. Recourse to underemployment is not widespread. Low in the industrial sector, the strong growth of underemployment in the tertiary and services sector is said to result from a combination of a move towards a flexible management of working time and a temporary excess of the work available. A possible cyclical recovery could absorb this excess and create serious problems for the new flexible arrangements.

Stabilité de l’emploi : conquête sociale ou politiques patronales ?

Ce texte retrace l’évolution des modalités de régulation de la durée des relations salariales en s’appuyant sur l’histoire économique, sociale et juridique pour comprendre le développement des contrats à durée déterminée et les basculements, sur deux siècles en France, des objectifs prioritaires des acteurs concernés. Au XIXè siècle, la liberté de rupture était un enjeu important pour les salariés : elle constituait un moyen de réduire la dépendance vis-à-vis de l’employeur. Face à l’instabilité de la main-d’œuvre, les employeurs ont mis en place des solutions coercitives. A partir de la fin du XIXè siècle, la modification des structures économiques et sociales rend les salariés plus dépendants de la continuité de la relation salariale et les incite à revendiquer des garanties de stabilité de l’emploi. Celle-ci est à la fois une conquête sociale et le résultat de politiques patronales. Le développement des CDD aujourd’hui conduit moins à une remise en cause généralisée de la stabilité de l’emploi qu’à l’accroissement des inégalités entre salariés.

Employment stability : a social victory or employer policies ?

This article traces the evolution of methods of regulating the duration of employee relationships, drawing on economic, social and legal history to understand the development of fixed term contracts and the swings, over two centuries in France, of the priority objectives of those concerned. In the 19th century, the freedom to leave a job was an important factor for employees and a means of reducing their dependence on the employer. Faced with the instability of labour, the employers introduced coercive solutions. From the late 19th century, the modification of the economic and social structures made employees more dependent on the continuity of the employee relationship and encouraged them to demand guarantees of stable employment. This was both a social victory and the result of employer policies. Today, the development of fixed term contracts leads less to a widespread challenging of job stability than to the growth of inequalities between employees.
